Islamabad: The Government of Pakistan has notified revised National Control Lists of items requiring an export licence under the Export Control on Goods, Technologies, Material and Equipment related to Nuclear and Biological Weapons and their Delivery Systems Act, 2004 (SECA-2004). The updated lists, issued by the Strategic Export Control Division (SECDIV), Ministry of Foreign Affairs, have been published in the Gazette of Pakistan through S.R.O. 1977(I)/2025, dated 13 October 2025, and are accessible at www.secdiv.gov.pk.
First introduced in 2005, Pakistan’s Control Lists have been periodically revised in 2011, 2015, 2016, 2018, and 2022. The latest update aligns the national lists with international frameworks, including the Nuclear Suppliers Group (NSG), the Missile Technology Control Regime (MTCR), and the Australia Group (AG).
The revision forms part of SECDIV’s routine review process, carried out in consultation with relevant ministries and departments, ensuring Pakistan’s export controls remain current, effective, and consistent with global standards.
This notification highlights Pakistan’s commitment to strengthening its export control regime and reinforces its position as a responsible technology-holder state, dedicated to non-proliferation objectives and adherence to international obligations.
