Islamabad: Speaker National Assembly, Sardar Ayaz Sadiq, has underscored that a strong Parliament is the cornerstone of effective governance, stressing that Pakistan must reinforce its democratic and state institutions in response to the rapidly evolving global landscape.
The Speaker expressed these views while delivering the keynote address at the plenary session of the Pakistan Governance Forum 2026 titled “Strengthening Parliament for Effective Governance.” The two-day forum, organized by the Ministry of Planning, Development, and Special Initiatives, was held in Islamabad from 25 to 26 February 2026.
Highlighting emerging global trends, the Speaker noted that shifting power dynamics and technological advancements are reshaping governance structures worldwide. In such circumstances, he said, Pakistan must enhance its parliamentary and administrative capacities to effectively address complex challenges.
Referring to institutional reforms, the Speaker stated that under the National Assembly Secretariat Employees (Amendment) Act 2026, administrative and financial powers have been shifted from individual discretion to the Cross-Party Finance Committee, ensuring transparency and collective oversight.
He further noted that comprehensive human resource reforms have eliminated redundant positions, strengthened professional skill development, and introduced a Digital Human Resource Management Information System. These measures have significantly improved performance and generated annual savings of approximately PKR 140 million, along with additional savings through reduced litigation in service-related matters.
The Speaker highlighted that strengthened internal audit mechanisms and full implementation of the Public Financial Management law resulted in total savings of PKR 3.172 billion during the fiscal year 2024–25.
He added that the introduction of a structured Organogram has replaced discretionary practices with merit-based standards. Timely promotions, implementation of Key Performance Indicators (KPIs), and professional training initiatives have further enhanced the Secretariat’s efficiency. Through the e-Secretariat initiative, all operational processes — including filing, procurement, visitor management, and security — have been fully digitized.
The Speaker also reiterated that the National Assembly became the world’s first 100 percent green Parliament in 2015 after transitioning entirely to solar energy.
Emphasizing the legislative role of Parliament, he stated that governance reforms must be supported by robust legislation. Strengthened Right to Information laws have empowered citizens to ensure transparency, while the Public Finance Management framework has institutionalized accountability in financial governance.
He noted that the Standing Committee on Finance conducted a detailed review of the federal budget prior to its approval, transforming it into a truly parliamentary document. The Public Accounts Committee, he said, reinforces the principle that no institution is beyond parliamentary oversight.
The Speaker further highlighted the role of parliamentary forums focusing on women, children, youth, and sustainable development goals in promoting inclusive policymaking. Youth engagement initiatives, including internships and public outreach programs, are helping to integrate young citizens into the democratic process.
Addressing global challenges, the Speaker observed that artificial intelligence is reshaping economies and politics, while regulatory and ethical frameworks struggle to keep pace. He emphasized that developing countries must play an active role in shaping global standards, and parliaments must legislate effectively on data protection, digital rights, and responsible innovation to prevent widening inequalities and create new opportunities.
He also stressed the importance of parliamentary diplomacy, stating that active participation in international parliamentary forums strengthens Pakistan’s democratic identity and enhances global cooperation.
Concluding his address, the Speaker affirmed that a strong Parliament, vibrant democracy, and effective governance are essential for Pakistan’s prosperity and for elevating the country’s standing on the global stage.
