ISLAMABAD:The Capital Development Authority (CDA) and the Metropolitan Corporation Islamabad (MCI) have taken a major step towards transforming Islamabad into a smart, digitally enabled and citizen-centric capital by bringing a range of key public-facing services onto the PAK App. The initiative is designed to make civic service delivery more convenient, transparent, efficient and accessible, enabling citizens, businesses and other stakeholders to apply for services, submit documents, track applications and make digital payments through their mobile phones, without the need for repeated visits to government offices. Under the initiative, CDA has moved towards digital collection of property tax and water bills, providing citizens with online payment facilities and reducing reliance on conventional cash-based and counter-based transactions. The digitalization of these services is expected to progressively expand to other civic and municipal functions. CDA and MCI will make a broad range of public-facing services accessible through the digital platform, including services relating to advertising and open-space permissions, parking permits, generator licenses, municipal approvals, property tax, water bill payments and other civic services, subject to applicable rules, requirements and system procedures. Through the PAK App, citizens will be able to submit applications electronically, provide required information and supporting documents digitally, monitor the status of applications and, where applicable, make payments through available digital channels. The transition to digital service delivery will reduce dependence on physical documentation, manual processing and routine counter-based interactions, helping citizens save time, effort and administrative costs. The system will also create electronically recorded applications, approvals, payments and other transactions, providing reliable digital records and facilitating more effective monitoring of service delivery. Digital channels will further support grievance redressal by enabling citizens to register and track complaints and service-related issues, subject to applicable service and system requirements. Citizens have welcomed the initiative, particularly the move towards cashless, contactless and paperless public services. The availability of online applications, digital document submission, application tracking and electronic payment facilities is expected to make routine civic transactions more accessible while reducing the need for physical visits to government offices. The initiative forms part of the broader efforts of CDA and MCI to modernize Islamabad’s civic administration through technology, innovation, transparency, accountability and improved public facilitation. It represents a gradual shift from conventional, office-based service delivery towards a modern digital governance framework. The digital platform will enable citizens to access relevant services remotely through their mobile phones, subject to applicable requirements, while strengthening the electronic documentation of civic transactions and supporting greater efficiency and accountability in public service delivery. The initiative is expected to contribute to the broader vision of transforming Islamabad into a smart, modern and citizen-centric capital, where digital technology serves as an effective bridge between citizens and government and facilitates faster, more transparent and accessible public services.CDA and MCI are transforming Islamabad through smart, digital and citizen-centric governance.
